Subnet Services Add a Third ROV for their ROV Pilot Technician Training

This will allow a back up rov to make sure we will have constant availability of an operational rov. It will allow us to split the delegates into 2 groups so 1 group can dive wrecks or do classroom work while the other group dive the simulated offshore oilfield objects.
